In Finland, HE is predominantly publicly funded, which imposes high expectationson policies and practices of modernisation. HE is expected to facilitate the building of a stronger economy, efficiency in education and research processes, and change in society through research and education. It is expected to improve the well-being of citizens. Universities are also expected to bring changes to employment in a way that will improve the culture, innovation and growth of society. However, research is also required to meet society’s high expectations of grand challenges.
