Emergency Resilience Closer to Citizens’ Understanding

Abstrakti

In the last few years, the world population has been suffering from different forms of disasters such as natural, psychological and health (well-being), that are provoking a continuous status of (also emotional) emergency. The resilience of the population in history allowed the development of humanity up to the present day. In this paper, we present how the involvement of citizens in the policymaking process is an added value that helps to enhance emergency resilience during disaster risk management. This approach has been adopted in the DECIDO 101004605 project that aims to support the policy makers in the creation of data-driven policies along with the support of the citizens and the stakeholders, involved in the policy life cycle. The focus of this paper is the policy co-creation approach adopted in two of the cities involved in the project, the City of Turin (Italy) and the City of Kajaani (Finland). The concept of social hackathon was introduced, fostering innovation and inclusive policy solutions through interdisciplinary collaboration, and incorporating diverse viewpoints of various stakeholders.
