I am a doctoral researcher (LLD) at the University of Lapland, Finland. My doctoral studies are funded by the eColabor project, focusing on ecosystem data governance for sustainability transitions, particularly within the circular economy. My research integrates legal analysis, innovation management, and sustainability to foster multistakeholder collaboration, open innovation, and co-creation. It aims to address legal tensions between data ownership, privacy protection, and collaborative governance under key EU frameworks, such as the Data Act, Data Governance Act, and Open Data Directive.
I hold a Master of International and Comparative Law (MICL) from the University of Helsinki, where I specialized in regulatory frameworks for data sharing, innovation, and privacy protection. Additionally, I am a member of the Iraqi Bar Association, with extensive experience in international legal consultancy, particularly in innovation governance and cross-border regulatory issues. My master’s thesis, titled “Exploring the Non-Absoluteness and Hierarchy of Lawful Bases: Hypothesizing the Direct Proportional Relationship with Exercisability of Data Subjects' Rights to Erase, Restrict, and Object under GDPR,” focused on analyzing the legal interplay between data subjects' rights and the lawful bases of data processing under the GDPR. This work reflects my deep interest in data privacy and governance frameworks and serves as a foundation for my doctoral research.
I have gained valuable experience working in leading global organizations such as Meta and Google (Ireland). At Meta, I served as a Contracts Associate (Legal Counsel), where I drafted and negotiated procurement contracts for data center facilities across multiple regions, ensuring compliance with GDPR and other regulatory frameworks. At Google, I worked as a Product Management Specialist in Trust & Safety, addressing intellectual property and content moderation issues, including DMCA compliance and complex legal disputes.
I was also involved in the ADVANCE project at the University of Turku, which focused on co-creating mental health interventions for vulnerable populations across Europe. This experience enriched my expertise in multi-stakeholder collaboration and project-based innovation, further complementing my legal background.
Earlier in my career, I served as an Attorney at Law in Iraq, focusing on civil law disputes, commercial cases, and administrative matters. I have also worked with Astera Distribution Limited (Germany), where I advised on supplier agreements and risk mitigation, and as a Research Intern at the Finnish Center of Chinese Law and Chinese Legal Culture (Finland), contributing to academic events and international legal research on EU and China Business Law.
I am fluent in English, Finnish with an intermediate proficiency in Finnish (B2 YKITesti). My overarching goal is to contribute to legal innovation and ecosystem governance frameworks that drive sustainable transitions in industries and societies.
