Abstract

In 2016 the Arctic Council celebrated the 20th anniversary of the signing of the Ottawa Declaration, which established the Arctic Council as a high level forum for cooperation amongst the Arctic states, indigenous communities and other Arctic inhabitants. The Arctic Ciouncil is the focus of the 2016 Arctic Yearbook as an acknowledgment of the central role it has played in rgeional governance and sstability-building in the past two decades. This Arctic Yearbook provides perhaps the most substantial evaluation of the Council ever published.
