Abstract
In Finland’s case, 2010 was the first year of operation of a new Universities Act, enacted by the parliament in mid-2009. In the interests of improved transparency, participation, accountability, effectiveness, relevance and congruence with government policy, the new Act has strengthened the universities' financial and administrative autonomy and brought to an end the long era in which universities were treated as government accounting units within the national administration
