Abstract
This study increases understanding about leadership in a municipal organisation by examining and describing what acting in a dual role means for leadership in different municipal sectors. The analysis is carried out by applying qualitative content analysis for 19 Finnish studies. Findings consist of four upper categories that handle the meaning of dual role leadership from perspectives of the (1) leader’s characteristics, (2) organisational requirements, (3) the operational environment’s requirements, and (4) profession’s requirements. In order leadership to be a true profession, both sides of the dual role should be clearly balanced in leadership competencies and documented in leadership contracts.
