Abstract
In 2021, a package of acts was passed that would transfer the responsibility for organizing social and health care from municipalities to new self-governing units, the wellbeing services counties (hyvinvointialue). The organization of the activities began with regional elections in early 2022 and the transfer of functions will take place in 2023. The COVID-19 crisis is reflected in the case-law of courts and the practice of highest legal supervisors, the Parliamentary Ombudsman and the Chancellor of Justice, in different contexts. Legal issues have not only been directly related to health care but have concerned, for example, public procurement and university entrance examinations.
