Research interests

My current legal research interests relate to public economic law, such as public procurement, administrative law, state aid law and contract law. Currently I am interested in the effectiveness of public expenditure, security of supply, development of public procurement legal regime and make-or-buy-or-ally type of public sector and service provision structural legal questions. Lately I've conducted research also on potential of economic regulation in the promotion of carbon sinks and sustainable development, transparency challenges in public procurement, developing effective judicial remedies system to public procurement as well as contract law rules in European law context. Lately, I have also been more and more involved with research projects relating to identification and prevention of corruption in Finland.  

I mostly apply law and economics, empirical, comparative law and legal dogmatic research methodologies and work in multi-disciplinary research projects specially with economics scholars.

In Spring 2023 drafted along with other researchers the public procurement savings report to the Finnish Ministry of Finances to which the Forming of New Government Negotiations have based on in terms of public procurement measures.

Currently I participate to the activities following research groups: Welfare Law and the Law, Markets and Environment.

ONGOING RESEARCH PROJECTS:

I am a research consortia vice-leader, a sub-project leader and a Principal Investigator (PI) for legal research in Comp_Eff_PP Competition and effectiveness in public procurements, a multidisciplinary research project funded by the Academy of Finland (2021-2025).

Latest ended projects:

I was acting as a research consortia vice-leader, a sub-project leader and as a Principal Investigator (PI) on behalf of the University of Lapland in LEXSECURE Law for Secure Supply: Internalizing the Crisis Exceptions project funded by Academy of Finland special funding for research into crisis preparedness and security of supply 2020-23.

Moreover, I was a PI for legal research on behalf of the University of Lapland in the multidisciplinary (law, economics, behavioral sciences and ecology) research project HILMARI Carbon sinks and climate benefits with controlled risks: Policy measures for forests and wood products funded from the three year Carbon research funding program by the Ministry of Agriculture and Forestry in Finland 2021-23.
